I just played Minecraft PE (or just plain Minecraft after 1.2.0) in the END. I heard no sounds except for punching air, explosion, and the sword swiping at the Ender Dragon. Her wings were flapping rapidly when she died, but I don't think that's a bug... I'll see what you think...
I once made an unfinished boss battle awhile ago. When I first used the playsound, "mob.enderdragon.death," It worked just fine, but after a few weeks it stopped working, and I was using the same playsound...
I also couldn't prove the sounds not playing because to do that I would have to record it on a separate device.

Maybe, except I don't have these consoles/win10. I played it on an iOS Device, and I had my volume on high, unmuted, and the Minecraft sounds on. The other sounds like "note.pling" and "random.explode" works. I only have the game on Playstation®3 and iPad 2nd Generation...
I guess I forgot to mention that the bug only affected my iOS device. It could be because it's very, very old compared to the newest iPad. Try it on iOS (unless you don't have one) and see what I mean. If it worked then My tablet must be effective...
It was glitchy for me too. I used an iPad 2 and every time I dragged my finger across the screen, the animation freezes for a fraction of a second, every .25 seconds. Does just fine when there's nothing in the 16 * 16 chunk. I hope this gets confirmed because I don't want to deal with this bug. Just wait for Klye's Response. It should say whether it can or cannot be confirmed and why...
