I'm sorry, but i dont think those are the same. In the thread https://bugs.mojang.com/browse/MC-137795 it seems mobs aren't spawning at certain heights, or crops are not griwing, however in my case it's not the case at all. The bug is listed as 'fixed' however when I tried loading my world in 18w48b and the bug still exists.
