What "Work as Intended" supposed to mean; do not fix this bug because it is "normal"?!

This bug is pretty old, i think to is resolved as a duplicate, respectively somebody was already reported a bug!

Why this damn bug wasn't fixed yet???!!!

Sorry, it seems to bug work when player is on high place!

I don't understand why but the bug work only in area which i screenshot, when i try any second place the bug not work!
