Cannot reproduce, pressing F# + F4 at the same time opens the menu properly
Same workaround on my server, we had a guardian farm, and I simply went and edited the region files 1 by 1 to rename every "Monument" into "monument" in the affected chunk and to make sure they all were redirecting to a "monument" data (and not "Monument")
This takes some minutes to figure out (notably finding the chunk coordinates) but it's a good fix and it works
Reformulating :
Dispensers are using an item's durability even when powering them does not use said item
WAI 1 block in the nether = 8 blocks in the overworld, if one portal is linked already, it will connect to the portal it is linked to unless you break the linked portal to create a new one in coordinates that are correlating to the nether portal's

Did you test in the 1.16 Pre-Release 7 before marking it as affected ? This Pre-Realease is supposed to fix the issue
