Confirmed for 1.16.2, noticed this when trying to sort out swords from my wither skeleton farm (of which the zero-durability swords break my sorter).

Don't generate for me either (specifically I'm using floating islands, ice spike biome) in 1.16-rc1. They always generated fine for me in 1.15 in single-biome worlds (and of this biome).

Still the case in 20w12a, 20w12b, and 20w14a.
