Jesse, there is no way to reinstall the packs from Microsoft outside of the bundle. Believe me I looked at this problem from every angle I could think of.
I didn't want to uninstall and reinstall the whole bundle for fear of losing the 1000 coins I received as part of the package.
But as I said above I found a workaround that fixed the problem for me.
I can't believe I fixed my own problem. As soon as I requested a refund from Microsoft I fixed the problem myself.
When you first open the game go to settings and turn off auto-updates.
Next click Global Resource and activate the packs with the problem, one at a time. This triggered the pack to download and install.
Do the same for any packs that are stuck. Let each one fully download, install and activate before doing the next one.
I feel like a fool. I had countless emails from support and not one single person told me to do these steps. I also spent hours poking around on the internet following one lame article after another that did nothing.
I am very new to Minecraft and don't get to spend much time on the game.
Now if someone could address why the fact that I own the game does not sync to Xbox Live or Minecraft.net or even Mojang, I would be all set.
I am sorry Andrew but I no little about the IOs.
I did try deleting the problematic packs from the main settings area but they actually did not delete.
Instead I turned off the auto updates button. And then when I activated the packs individually, they downloaded and installed and the problem resolved itself.
Now the blue exclamation mark is gone and the packs are working again.
