I am experiencing the same/a similar issue. The game gets stuck upon launching at 44% progress after the red screen, and will not progress. Trying to update the game via the Microsoft store also hangs, and the new launcher will not download. This is on Minecraft Bedrock for pc. Edit for spelling.
Resolved for me in 1.17.3.

Note 1: My friend visited my world and did not have the red trees (they were the normal, appropriate green for my guest). Don't know if that is helpful info.

I found a symbol/image at the under side of dark oak tree leaves (grown from saplings). This happened each time I grew a sapling.

I had the same issue in my Windows 10 Survival world, no resources packs, etc. I grew a spruce sapling on top of a mountain (unsure of specific biome) and it grew to have bright red leaves. A second spruce tree I grew from a sapling had the same issue; but existing spruce trees at a lower y-level were still the normal green colour. I had no existing trees with which to compare the new sapling-grown trees at the higher y-level.
Thank you for the clarification, I wasn't sure if that was in fact the intended behaviour so it's good to have that clarified.
Re the motivation for the report - the blindness effect was part of the general conversation during CornerHard's stream this week; he advised I report here (I am assuming from contextual clues that this was just in case it was a bug and not intended behaviour). Noted for future to add context like that when reporting issues.
