this is happening to my worlds too, i wasn't using any resource packs, even with resource packs and add-ons it doesn't fix it, the only thing we can do is turning off the "fancy leaves" option, but its not the same.
I had the same issue in my Windows 10 Survival world, no resources packs, etc. I grew a spruce sapling on top of a mountain (unsure of specific biome) and it grew to have bright red leaves. A second spruce tree I grew from a sapling had the same issue; but existing spruce trees at a lower y-level were still the normal green colour. I had no existing trees with which to compare the new sapling-grown trees at the higher y-level.
You can just turn off the "Fancy leaves" option from video settings to not show the red leaves glitch
Affects 1.19.10, also PotatoCoolGuy, I think the answer is yes, and it probably stems from the fact that tree leaves change color in snow biomes. Also, this affect all leave types (I think), and also affect the new mangrove leaves.
I found that there's is a graphical Issue with the Leaves since a version of the Nether Update: 1.16.200. if you find about this issue, which is dependent upon what GPU you have. Some are tinted Red, some have a Magenta or Black tint, while the rest are in somewhere in between the components inside the Devices when that installed, regardless from a Biome Blend feature that happens in the Java Edition, on some snapshots and versions which has a Colo(u)r messed up including the Leaves has mentioned, graphical issues on the Frozen or Snow Biomes is still occurred since.
