I looked at your world using the coordinates in the screenshots. One thing I noted is that my view didn't quite match your pictures. Some of the parallax was off. It seemed I had to move a couple of blocks farther south to get the same parallax angles. I don't know how that could be, unless it's something to do with FOV. So one thing you should do is see if FOV has any effect on seeing the red. It's doubtful, but worth a try..

Other than that, I did not see the red effect. When I asked if you were using any non-vanilla texture packs, your answer was "none that modified leaves or shaders". That says to me that you actually are using one. It's really going to be necessary for you to prove that this occurs without any texture packs, I'm afraid, especially since I'm not able reproduce the problem without it.

Other possible explanations are that your device has a software or hardware flaw that's causing this. No one else has reported this issue, so it's probably unique to your phone. I would check the manufacturer's support page to see if it might have a firmware or driver update for this problem.

I just noticed that you uploaded a replacement world, so I downloaded it and checked again. (It's easy to overlook when the only update to a ticket is replacing an attachment. It would be a good idea to drop a comment when you do this. I only noticed it by accident.) I also noticed that you have Smooth Lighting turned off and your render distance set to 8 chunks. I think I overlooked that the first time I tested this.

Confirmed on Windows 10 1.2.10.2.
Render distance of 8 chunks and turning Smooth Lighting off are apparently prerequisites for seeing this effect.
