I was able to get my villagers to restock their trades. And they seem to be restocking regularly now. Confirmed restocking for two in game days.
We removed all workstations and beds. Placed the beds all in one large house with one block space between beds and the head of the beds placed against the back wall. This rooms ceiling is 2.5 blocks high to avoid iron golems spawning. Then we waited for night to come and all the villagers to get in their beds. After they were all in beds we locked all villagers in this room by removing all doors and building walls or fences to trap the villagers in this room. Next we placed the workstations between beds against back wall. I would estimate this L shaped floor plan to be roughly 25x25 blocks. Created player access to this villager room via ladder and trap doors since villagers don’t open trap doors. Keep an eye out for green stars that indicate the workstation or bed is claimed by a villager. The villagers themselves will also show green stars when they claim a bed or workstation.
I think the problem comes from villagers not being able to path to their workstation within the in game restock time window.
Most naturally spawned villages are far too large; if a villager happens to wander to far from their workstation around the restock time window, then they don’t seem to have enough time to make it to their workstation and restock. This condition might also end up causing villagers to claim different workstations (same type of workstation, if their trades are locked in) which is what I believe happened to me.
