Villagers have not restocked trades since bedrock was released on PS4., they restocked regularly before update. Villagers can roam village that has dirt path blocks leading to beds and workstations. One villager is locked away in basement with bed and workstation. Neither the roaming villagers nor the basement villager will restock their trades.

I was able to get my villagers to restock their trades. And they seem to be restocking regularly now. Confirmed restocking for two in game days.
We removed all workstations and beds. Placed the beds all in one large house with one block space between beds and the head of the beds placed against the back wall. This rooms ceiling is 2.5 blocks high to avoid iron golems spawning. Then we waited for night to come and all the villagers to get in their beds. After they were all in beds we locked all villagers in this room by removing all doors and building walls or fences to trap the villagers in this room. Next we placed the workstations between beds against back wall. I would estimate this L shaped floor plan to be roughly 25x25 blocks. Created player access to this villager room via ladder and trap doors since villagers don’t open trap doors. Keep an eye out for green stars that indicate the workstation or bed is claimed by a villager. The villagers themselves will also show green stars when they claim a bed or workstation.
I think the problem comes from villagers not being able to path to their workstation within the in game restock time window.
Most naturally spawned villages are far too large; if a villager happens to wander to far from their workstation around the restock time window, then they don’t seem to have enough time to make it to their workstation and restock. This condition might also end up causing villagers to claim different workstations (same type of workstation, if their trades are locked in) which is what I believe happened to me.
Hope this helps anyone having similar issues. My mending trade is restocking now, woohoo!
That's a heck of a workaround. How does that explain the Villager that was locked away in the basement though? He should have had no trouble accessing his workstation?
Bottom line, villagers need to work correctly in their villages without having to go to crazy lengths as a player just to get the AI to function as intended. Fix your game Mojang.
Having the same issue, my only librarian with mending won't restock...makes the game not fun to play if the basic mechanics don't work
I have the same issue. In a small room a librarian, with mending, clear access to a bed, and workstation, and the trade won't restock. I killed all the jobless villagers, removed all the workstation, but now, the librarian doesn't want to retake the workstation. And yeah, it killed the fun for me as well. 😞
Can anyone having this issue confirm that the villager who won't restock is able to access the workstation it is linked to? Each villager needs to link to a unique workstation and will then work at that particular workstation. It seems that for the OP the issue was that villagers were not linked to the workstations that he expected them to be linked to.
Right now there is not enough information here to confirm a bug. This ticket will be closed as "awaiting response" until more information is provided. If anyone with this issue could provide a world upload that would be helpful.

Playing on Windows 10, similar issue, but mine is a few select villagers that refuse to connect to workstations. There are more than enough compared to the number of villagers, but some of them just are not restocking when they were before updating a couple of days ago.
I have built extra workstations and placed 3 or 4 more than light up with green stars, and still these select villagers in various villages refuse to replenish.
