It’s possible that I just don’t have enough levels, I’ll test it with a a new weapon

Tested with enchanted diamond tools on both a slightly damaged anvil and brand new anvil.

Same issue here on Xbox One. Used to a solid 60 but it dropped to 15 and 9 in the nether. Had to remove texture pack and it still goes at 40 max.
