Anvils can no longer use resources to repair tools

Tested with enchanted diamond tools on both a slightly damaged anvil and brand new anvil.

It’s possible that I just don’t have enough levels, I’ll test it with a a new weapon

same here, affecting 1.13.0.9, iron pickaxe + iron can't be repaierd.
