I have the same issue. All worked fine on IPad 5th generation with IOS 12. I wanted to login to XBox account.
First it worked fine but it was not possible to play online. I changed privacy settings (allow to play online etc) through website.
After this change Minecraft crashes on "white startup screen". I upgraded to IOS 13, tried with and without wifi. Nothing works. I changed password but it didn't fix a problem immediately, I will wait a day or two.
I see there are multiple entries like this and MOJANG is (or looks like) is ignoring all similar requests. Does it make sense to create a new one?

Changing password and waiting 1 day helped. Minecraft didn't login automatically and it started fine. I was able to login with new password and it worked again. It seems like it helped at least in 2 cases, so maybe somebody at @MOJANG could create a FAQ with this hint? Or even better fix this bug. It took me more than 3 hours to find this hint (all others didn't work).
