It appears that is the "problem". Working as intended. Can be marked as resolved
I am unsure if this describes my issue as I was far enough away for the chunks to be unloaded at the time. I will do further testing on the server once I get time as I am about to go to bed for the night. Will update after testing is complete.

This issue only occurred to me and my friends when we were within 2 chunks of the dispenser as well, weirdly specific so I didn't think it mattered too much
