I have the same problem Macbook Pro 2016. Turning off mip-mapping has no effect.
I have the same problem on my Mac. V-sync is by default on and toggling v-sync has no effect. There is screen tearing about 2/3rds of the way down the screen. It isn't normal screen tearing though because it is a "bar" of distortion with a little height to it.
(on a Mac) Disabling VSync does not fix the issue, look closely in the same area. There is still a distortion. It does look better but it is still there.
