Apparently Mojang knows about and have for a few years now. I've been having the same problem for a few years and there hasn't been any update on a fix coming. Sometimes it syncs if you delete almost everything from Minecraft, but that isn't an option for most people. It's crazy how a bug this bad has existed for so long. I honestly doubt a fix will ever come.
