Alrighty. Here are the steps on how to "reproduce" the issue
Steps to Reproduce:
1. Start Minecraft
2. Login to my Microsoft account and let everything load on startup
3. Head into my library from the marketplace and notice that some of my Texture Packs are missing that I originally Had
Observed Results:
Some of my texture packs I got are now missing. INCLUDING the Plastic Texture Pack. And when I head to the page for purchasing the texture packs I lost. It says I have to buy them again.
EDIT: Also. Sometimes Minecraft asks me if I wanna save my purchases to my Microsoft account. Which I choose yes every time. Nothing changes though with my purchases
Expected Results:
I should be able to see/download/use the texture packs I had in my library. But again. Some are randomly missing.

No. Not at all. I have gone and navigated to the page on the marketplace they are on. And apparently it says I have to purchase them.
EDIT: So the issue you linked (apparently this one) to me is exactly the same issue I am having now. They did originally have the (P) marking on their name. And now they are just straight up gone. Not sure what to do
