Hi! I am having the same issue in my world too, where I am unable to change the settings of the command block but it still displays the new textures. I have tried disabling and enabling the command blocks in the game settings, leaving my world and joining back and even quit Minecraft and launched it back. Nothing seems to fix the issue... Note, I am playing on Windows 10, but it is still the same version of Minecraft.
