Probably not. The effect is the same but conditions are different. I was playing all the time in the fullscreen mode with activated resource pack. Problem occurred after turning screen off.
It is hard to spot (raining and having photo from the Space as a wallpaper). If you look closely, you can spot white dots (galaxies) everywhere on the trees and the water and on the right side is a space nebula in the water. I tried to repeat it but without any results. It happened after turning screen of while being in the Nether, then unlocking my phone, closing game immediately, opening chrome, turning screen off, unlocking it again and switching from chrome to Minecraft and teleporting to the Overworld.
