Also having this issue. Fresh install of Nether version, new save file (not a previous saved game)

New, secondary locator maps made at a cartographer block also do no 'uncover' if used when beyond the main map's uncovered range. The locator blip stays in the center (being viewed while in tool bar. Other map, with the 'jumping cursor' being held in off-hand)

 

The best way to describe what I'm experiencing is: spawn point is origin; when I move past the edge of the initial 3:4 zoom map border, the cursor' blip goes back to what would be the PoO on the map, though the displayed coordinates are updated correctly. it begins visually tracking as though it was relative to the initial spawn point. This also applies while in the Nether.
