I've had this happen for years now too, it's always bugged me, but now I finally decided to see if it peeved anyone else off. Definitely the exact same issue, been in the game for a while, not sure how long. But yeah, it would be much nicer if when you cleared the weather, it didn't spitefully come back after 5 minutes without fail.
