I can also attest that yesterday while playing with the latest version it wasn't fixed. Cursor goes to other screens and on click would pause the game therefore. I did notice something is that it happened twice now after I was playing around with windows game bar and overlay, so maybe you need to go knock on your neighbor's door!

this is intentional, so just use

/event entity @e[type=goat] minecraft_born_screamer

after the summon and you are good to go.
