Does not appear to be a bug. The ability to enable cheats on a hardcore by opening to LAN might be a feature you don't like, but not being able to turn it off is not a bug. If anything, this seems to be a feature request, as (as far as I'm aware anyway) this has always existed.
No, its not. Your crash report includes "Level was modded: true" as well as "Known server brands: fabric, vanilla", which indicates this server is or has been running on a non-vanilla software. Please stop creating new crash reports for the same bug all with invalid files. This seems to be a duplicate of the problem I was having, and I've opened a crash report with more info on the problem and a vanilla crash report. (MC-250395)
Invalid issues MC-250394, MC-250393 and MC-250389 all contain the same error, but are using fabric (not running vanilla) and do not contain the source of the issue.
