Same thing happened to me, and the spectral arrows just aren't working in general. I mean, the glow effect is actually on them it just isn't glowing.

This post helped me.
The actual End with the dragon loads for me, but its when I enter through the end gateway that it doesn't load. I heard some endermites and blocks breaking but it just doesn't load the textures, I guess.
All I had to do to fix it was save and quit to title and then re-join the game
