The keyboard that cannot chat in minecraft pe is the "Chinese input", it is one of the default keyboard, I use it since I bought my phone.
The "Samsung keyboard" is the keyboard that I can chat.
Sorry that I don't know who is the maker and the version number...

When I use the defalt keyboard, I can send message in both single and multiplayer world.
(I am using another defalt keyboard but I can't message in both single and multiplayer world)
