I found an old bug report that’s similar to yours here:
They were also using an AMD GPU. Have you tried uninstalling, deleting settings files, and reinstalling?

Tested and can confirm they spawn on flowing water blocks in 1.21.51 hotfix
I was unable to replicate this issue on my iOS device same version. Does the issue fix with a reload/restart, or does it persist?
Edit: Also what exact iOS device are you using? I was using an iPhone 11 and the screen sizes probably differ.
I see, it sounds like you’re just hosting the world for multiplayer on your Xbox. I couldn’t find any existing bugs around these add-ons. Since this ticket is currently in the Bedrock Dedicated Server project, a mod would probably want this ticket moved to the Bedrock project, in order to be helped best.

To start, I think some additional information would be useful considering this sounds like a possible performance issue.
Have you had any other lag and/or frame rate problems before this specific issue since hosting the world on a BDS?
What are some of the specs of the computer you’re hosting the server from? (RAM, Graphics Card, Processor)
How many people are typically on the server at a time, and does this issue affect everyone consistently?

Edit: I did manage to find some related issues around players not being able to join modded worlds you can see here: MCPE-188710
Although your issue seems a little different, it may be worth commenting on and taking a look at!
On Linux you'll want to open up your file explorer, click the "home" tab, then press "Ctrl + h" to show hidden files. Open the ".minecraft" directory, and delete your "options.txt" file.
If using terminal then run:
`rm ~/.minecraft/options.txt`
When you open minecraft again, all of your settings should be completely reset
