The bug
Pressing Quit Game in any version from 13w47b to 1.8.2-pre4 inclusive, if using a refresh rate other than 60Hz, will cause the screen to go black and the refresh rate to be set to 60Hz when it starts displaying again.
13w47a may also be affected, but this cannot be tested due to MC-40523. Versions 1.8.2-pre5 and onwards are not affected.
Default Java arguments are used.

On Linux you'll want to open up your file explorer, click the "home" tab, then press "Ctrl + h" to show hidden files. Open the ".minecraft" directory, and delete your "options.txt" file.
If using terminal then run:
`rm ~/.minecraft/options.txt`
When you open minecraft again, all of your settings should be completely reset

Does the issue occurs on the newest Kubuntu update?
Does the issue occurs on the newest regular and legacy launcher version?
Can you also please uninstall the Launcher, delete .minecraft folder (copy its content elsewhere before deletion) and then reinstall, restart your computer. Then please try to boot the Launcher.

They were also using an AMD GPU. Have you tried uninstalling, deleting settings files, and reinstalling?
