I'm suffering from the same issue as everyone else.
In my case the steps were:
Have Minecraft already open on a slightly stale version (there is an update available, but this app is effectively only ever restarted when the battery totally dies)
Purchase 2 packs from the in-app marketplace
Start the download
(nothing happens, x2)
Restart minecraft, watch the tablet install the update (1.19.20), now permanently stuck in not really downloading those packs
I'm pretty technically savvy but unable to access the files on the device (it's an Amazon kindle that has managed to lock me completely out of the sd card). The workaround of clicking the coins on the app tiles doesn't work, either because the design was updated or it's different on this tablet.
However, I have a suggestion: Could we get a "Try Again" button? Or a way to see that not-really-started-downloads somewhere so we can delete them?
Given that this ticket has been open for so long, this is either one really difficult to solve bug, or a cluster of difficult bugs that show up with similar symptoms (I have to imagine that since this likely impacts revenue and churn, it's gotten quite a bit of time put into it over the years as well). A "Try Again" button would at least give you more data about the devices it's occurring on and, more importantly, let people actually move forward. Clearly there are some challenges to that too (off the top of my head, people clicking it because the bits aren't moving fast enough, etc.), but it at least would convert this from a whole lot of people with no options to one not so great option while more progress is made.
