This bug is still present in 1.16. Can confirm and have photos of three of them doing it. This bug is NOT fixed

I am having this issue as well on 1.12. The guardians fall about 4 blocks down the tube and then stop. I have seen this occur on both a single player world and on a realm. Unloading and reloading the area does cause them to fall, but the next guardians that fall down have the same issue. Fish, squid, and drowned fall through just fine.
