Survival
I have a guardian farm where guardians spawn and then eventually fall through signs and down a big hole where they die at the bottom. After the 1.4 update, guardians sometimes float in midair shortly after the start of the drop. There is no water around them, but they stay there and bob up and down.
Creative
I went to creative to test this. The same thing happens in a completely cleared out monument. This is the attached picture. In this situation it almost looks like a guardian can "try to swim" toward a nearby water block. Even if it is hanging in the air, it can try to swim so strongly that it floats.
I couldn't duplicate this in a random location, so it may be related to monuments only.

In Creative mode, I went to the space below an ocean monument where I walled off a large section of it down to the sea floor. I then /filled the space within with air. The sea floor was a little uneven, so this left me with about 15% dry ground, 80% 1-deep water sources, and 5% 2-deep water sources. There were a dozen or so guardians that had been in the removed water. Those that were over the water in the floor immediately fell into it, while the only one that was above the dry floor was left floating in the air. It was performing its swimming animation constantly, but was not able to change its position except for a very slow drift toward the wall. I nudged it over the floor water blocks, but it still didn't fall.
Next I replaced the monument floor (above me) with wall signs. There were two guardians within the monument that, eventually, fell through the signs. They became trapped in the air immediately below the signs for a while, then eventually fell into the floor water spontaneously. While they were trapped in the air, they were not able to change position.
All the guardians that wound up in floor water blocks seemed to behave normally. Those in the 2-deep water blocks seemed to be unable to leave. Presumably, their AI will only path them to water with a depth of at least their height. (The guardians in 1-deep water blocks were not completely submerged.)
Edit: After relogging, the floating guardian either despawned or had been loaded in the 1-deep water, I'm not sure which.
Demo world MCPE-33641.mcworld attached. Note that while testing the demo I discovered that elder guardians are also affected.
I couldn't reproduce the issue in the 1.5 beta, so I think this behaviour may have been fixed when MCPE-18095 was fixed also.

It may have something to do with the tails of the guardians passing into the glass blocks.
Sending guardians up a bubble column will cause this bug

Just noticed this today. Inconvenient as i'm trying to make a Guardian farm using bubble columns. Silent Whipserer's video does add that if the Guardian you, it will lose the floating, which I'm trying to incorporate ino my build
I've also got a bubble column powered guardian farm, and even thought they go into a waterstream to send them to a kill chamber whenever they fall down to a new point in the farm or the kill chamber they float in mid air as if still in water. My farm has been broken for a long time due to this. Still an issue in 1.19.
