When standing near water that is flowing downwards, which I usually get it with bugged water that isn't flowing properly, my view height goes up, above two blocks in height, like the opposite affect to crouching, but not as instant. this also works with lava, but be careful while in survival!
Steps to reproduce
Locate some kind of flowing water/lava, not all downwards flowing water/lava works, but flowing water/lava that is connected to more flowing water/lava that is bugged in some way seems to be more consistent
Walk, sneak, or fly up to the side of the water/lava, not in it.
Just watch, your vision will always move to the same height, if it works.

Expected Results:
Finding it hard to reproduce this - but it may be related to the bugged flowing water reported at MCPE-50540. This might also happen because it's trying to remove the player from the sneaking state as the game thinks they are (or should be) in water.

update: it happens with lava too, and it is noted

@Mega_Spud: I've attached a world that should allow you to reproduce this. Just stand on the cyan concrete and the bug should happen.

I tried the test world shared by OcelotOnesie and reproduced this bug exactly as described in the comment and in the description, like so:
[media]It allows you to see over a 2-block high solid wall. It has nothing to do with sneaking.

Some more info: it seems to try to change your view to be a bit above a certain block, usually closest to where the camera is, if one flies in creative and goes down, sometimes the camera will go down in the glitch. The extra height effect seems to go away if the player stands in a two-block-high space.

Affects 1.16.0.68

Not sure if this is the same across all versions but on 1.16.10 if you save and quit while affected by this bug you'll be in a different location when you load back into the world. This only seems to work if the bug is being caused by lava and not water.

Another thing to add is that the location relative to the lava/water blocks where the camera lifts up is different based on where the player is positioned in the world. When the player is in the (+x, +z) part of the world, this bug does not occur at all. The camera lifts up on the west side of a lava/water block when the player is in the (-x, +z) part of the world, the north side in the (-x, +z) part of the world, and the north-west corner in the (-x, -z) part of the world.
Based on this information, I think that this bug is caused by a discrepancy between the player (or camera's) float position and the integer position of the world's blocks when one of the player's coordinates are negative. (0, 0) as in integer positions seen in the coordinates represents the block that is south-east of the float (0, 0), which is located in the corner of the four blocks in the middle of the world. I think the camera does a check whether or not it is in a liquid based on the slightly offset integer position of the player and not the float position, and due to this offset (plus the fact that integers do not have a -0 and floats do), this might be the cause for this camera bug.
I have included a video that shows this bug in action (the version is 1.16.201)

when this happens, it also causes you to place blocks wrong. I'll be pointing somewhere, place a block, and it will place the block somewhere below the crosshair. this messed me up while building nether portals.

Connor, I think you are right. I remember seeing something on the MC bug tracker that talked about coordinate rounding. I would also like to add that this bug is an issue with the client, seeing as I could still reproduce its effects when playing on a java server that i was connecting to with my bedrock client via proxy.

Affects 1.17.0.50

Affects 1.17.0.52

Affects 1.17.10.20.

affects 1.17.20.23

I wonder if this bug can somehow be used to add a feature for addons to change perspective height...? Also, affects 1.17.10.

Affects 1.17.40

Affects 1.18.2

I can no longer reproduce this in 1.18.10.24 Beta.

I can't reproduce either. I tried all four combinations of +/- and x/z, and it no longer triggers.
