That's an external solution, inside the game you can not set the value
The bug is still present on 1.12 Release (Java Edition), I have cows and sheeps in my spawn chunks, and when entry the world some cows/sheeps are out of the fences or die and leave their loot items.
I have the same bug. If you hover on rotate button you can rotate the skin but you can't see the preview.
