I experience the same issue with the package "Escape Room: Illager's Mansion"
Bedrock on PC 1.19.0 and Nintendo Switch 1.19.1 wont work. Updating the package is not possible. The window simply closes. But creating the world until updating is not possible. So no way to play the recently bought packages.
It seems that the problem is only relevant for realms. I downloaded the world and played it locally. And no problems with armor display update!
I only used packs from the official marketplace. DINOSAURS / Camo Hide and Seek / Advanced Creepers / TNT Plus
The update error only occurs whe using realms. Hosting the world by myself, the error doesnt occur and chaning armor is visible instantly by other players.
/gamerule sendcommandfeedback = false stops the output until the next start of the world.

When i remember, every pack including behaviour packs i used generated such issues. I think realms + the behaviour packs are not working well together.

During the Game even more and more Dinosaurs were spawning. It seems the spawn cap doesnt work. After some in game days it wasnt playable anymore due to a huge ammount of mobs and slowdown.
Moving out of drawing distance and then coming back to another player provoces an update of the displayed armor.
Changing armor again is not visible for others. Moving out of drawing distance again updates the status again.
It does occur with several packs spontaneously.
I cannot say if it appears without packs. Never played a vanilla world on realms.But the console Notes are slightly different from pack to pack.

When somebody changes their armour (like taking it off or putting it on) it does not show that to other players, which can cause an unfair visual advantage.
Hide and Seek Mods are impossible to play. Apears on PC 1.18.31 as on Switch 1.18.33 playing together on Realms.
Thanks for the answer. But i think the issue is realms related. It seems unrealistic that nearly every pack including behaviour packs i used generated such issues due to bugs in the package. I think realms is not working well with behaviour packs. The list i provided were just examples. I don't want to adress each of it. There is one major problem i want to adress and it is called "Marketplace packages with behaviour packs not working correctly on realms".
But it seems that at least one example i provided has to do with another reported Bug. See MCPE-154131
