I'm having the same problem.

Mincecraft:BE v1.2.13
I bred a mule, tamed it, put a saddle on it (definitely tamed - I can ride it around, make it jump, etc). Now I can't give it a chest. I've removed the saddle and tried again, but to no avail. In case it matters, I did stuff the thing full 'o wheat to make it grow faster.
I also did as requested above and used the seed to start a creative world - no issues. It's only in the survival world.
(on an possibly not-so-unrelated issue: slimes spawn readily in the creative world, but are infuriatingly rare in the survival one)
Okay... All of that's in there already, but here it is again, anyway:
Steps to reproduce:
1.) Start a world with the seed I've already provided using the current version of Windows 10 Bedrock edition with the Cliffs and Caves feature activated - as pointed out above.
In case you're not given the same spawn point that I was, go to -295, 63, -125 to find the area I'm spending the most time in.
2.) Exist in the world for any length of time.
3.) Become increasingly aware of the complete absence of standard squid mobs under all conditions despite being literally surrounded by a full spectrum of squid-spawning environments the longer you exist in the world.
Observed results:
The fore-mentioned absence of standard squids which spurred the creation of this report.
I have added in-game screenshots of the variety of water environments in the immediate vicinity of the spawn point showing the lack of standard squids. I have also added one from the coordinates I included in the original post showing the glow squids in all of their these-are-not-standard-squids glory.
I would add a compressed copy of the world's folder to make absolutely certain none of the three, admittedly complex, steps above have been overlooked, but it is too large to upload.
There is no, "when I do the things, the bad things happen, too".
The original squid mob is not spawning. Ever. Under no conditions do they appear. Only glow squids. Not even once after 20+ hours in-game, across many real-world days, with full computer shutdown/restarts in between. I have traveled over 1500 block away from the spawn point and back again. This did not trigger the environment to reset and begin spawning squids. All of the expected aquatic mobs are spawning with the exception of the standard squid - which is conspicuously, and ubiquitously, absent at all times.
