Indeed it is. But before we close this one out, let's update MCPE-550 to indicate the issue is not limited to the HTC Evo-3D.
Just to add my two cents, we've also observed this issue on a B&N Nook HD+.
I just tested three devices (a Sprint Samsung Galaxy III running CyanogenMod 10.1.13RC, an ASUS Transformer Prime TF-201, and the Nook) on a single subnet, and the Nook was the only one that the others couldn't see as a host. All three ran fine as clients.
