I'm having the same problem on my realm. Building a pumpkin farm and the minecart keeps stopping olin the same spot. I've tried filling in the area with dirt blocks, breaking them then replacing with rails to no avail. If I send the minecart 1 bock higher in a bump over the affected space it travels around the track without issues. I have an idea it started after I went through a nearby portal.

Filled problem bock space with dirt, broke dirt, remade track, cart still stops in same spot.
Filled spot with dirt and bridged problem spot, minecart moved smoothly around track
