Can confirm this issue is still persistent in 1.16.220
Seems like it isn't unique to boots, as I have used the grindstone to disenchant a chest and legs that retained prior work penalties.
It's amazing to me that a bug this bad is allowed to persist this long without acknowledgement or a timeline for fix. Imagine any other online game that nukes any effort or progress you make within it going on for weeks on end with no resolution. It has killed multiplayer for my family.
I know there are a lot of bugs in this game but this one is literally killing all social play for some. Its not a block or enemy behavior that we are complaining about here.
