This is also affecting the Xbox one Bedrock version as of the Sept. 17 of 2018 in the most recent update. Please fix this or tell us if this is an intentional thing.

The picture on the left has a redstone torch along with a lever. This does not pass a redstone tick onto the repeater. The picture on the right has a lever alone. It does pass a redstone tick onto the repeater .

Confirmed and duplicated in 1.7. No Redstone tick is passing through the repeater if the Sticky piston is powered by a Redstone Torch and a lever. It only passes through the repeater if the piston is powered by a lever and Redstone dust exclusively.
