I found a fix that worked for me to get past the error. I just uninstalled Minecraft from my PC then I downloaded a random modpack in curseforge and it auto-installed Minecraft with it and fixed itself.
edit: For me the minecraft.exe/launcher file is now located at C: > Users > "user" > curseforge > minecraft > Install
edit: to clarify I did this because the fix including the XBOX app dependencies did not fix the error for me.
