I am also having this problem. Platform is Xbox Series X.
My daughter has two downloads from the Marketplace that always say "Update" and we can't ever actually update it.
We have tried deleting the items from our storage.
We have tried clearing the cache.
We have tried clearing the marketplace cache.
We have tried uninstalling Minecraft and re-installing Minecraft on the Xbox.
In all cases, these two items will do the initial download and then once downloaded they will have a button that says "Update" but then clicking Update will not do anything.
