Update, resource pack was nested in a folder within the resource .zip file. Be sure resource packs have their contents in the main folder within the zip file and not in a sub folder.
Having the Same issue. Pack version 7 and still not working. Pack works fine if installed manually.
Fixed my problem. Windows put the resource pack into a folder within the .zip file. by remaking the .zip file with the resource pack files in the main directory fixed the problem. Hope this helps someone else.
