Ok mine was still crashing after the upgrade to 1.13.2. I never deleted the app and just waited it out. I went into the settings and offloaded the app to the cloud and then when I re downloaded it it worked. Just an idea if it doesn’t work after the upgrade to try.
Did you do a fresh install or was this an update? Mine is still not working and I have updated the app? Was this release designed to fix this problem?
Can Confirm this is happening on my iPad 5th Generation with IOS 13.1.3 and also on iPad Air 2 with IOS 13.2. On the iPad 5th Generation I verified that Minecraft worked and then upgraded to Minecraft 1.13 and it is no longer working. I also see the MoJang logo and then it just crashes.
If you have updated to 1.13.2 and are still having crashing problems and you don't want to completely uninstall the game and risk losing worlds this process worked for me on 3 different iPads.

Go to Settings > iPhone/iPad Storage -> Find Minecraft and click it. Select Offload App and let it offload the app and all the data to the cloud. Then just go back to the home screen and click on Minecraft it will download the app and all your data and it worked for me upon doing this.
