I am also having the same problem, whether I play on a personal world or my relm my skin resets every time I close the game and reload it. This is happening on MCPE/ Bedrock on my galexy s22 ultra, my PC, my switch, and IPad air. All of witch just started after the most recent update 1.19.50
After updating and established bedrock server to 1.20.71.01, that I am running on Ubuntu 22.04.4 in a PVE container. The first time I logged into the world it gave me the same error code. After I logged out and logged back in I did not get it again. Will update if the error persists again.
