I created a new world on 14w21b and I had the same problem as well... So Skyblock doesn´t cause the bug. I have tested it. When I go into a cave or somewhere without a opening to the sky everything will calculate right, but everytime when I am under the sky the light is 15. So the problem must be the sky.
