In 1.16.5 when using:

/setblock <x> <y> <z> minecraft:redstone_wall_torch[facing=south,lit=false]

It will place a turned off torch for like .1 second but then it will turn on again. So I can confirm the issue in this version as well.

Here's another video. It occurs when destroying the block and when placing. It's really annoying cause the game just freezes for 0.2 seconds every time.

@violine1101 I tried turning of the entire nvidia overlay including shadowplay. And this did not fix it. I also have only one instance of minecraft running.
