This isn't a duplicate of MCPE-20304 in my case it also wasn't working,  not just an output issue from the previous run and couldn't be fixed without a whole world save and reload.

One thing I noticed when the fault appeared was that the drop downs for condition and redstone became "stuck" both highlighted in green that Wouldn't clear 

Been having this problem on PS4. Problem seems to do with redstone and repeat command blocks because if you switch the command Block to redstone and power it it works fine. You can then switch it back to always on and it continues to work. My chain command blocks still work fine and it's difficult to tell with the impulses because they're redstone powered anyway.

In the last run I also hit the problem with MCPE-187024
Where flipping to redstone still didn't fix it but saving and reloading the world did.
