You are playing on minecraft bedrock,so go to pause menu you will see you name on top right corner make sure that you have operator feature on that is you will have a crown if you are operator if you don't have that you should click on that option beside your name and click on operator that only fixes you breaking placing or opening blocks and next go into setting there will be options like hide hud,hide hand make sure to switch them off then you will be able to see your hotbar and inventory.thank me later If it works.
I too faced this issue but I have not backed-up my world before updating so I lost my world due to this bug.
Mojang when updated,informed that the new blocks(copper blocks),do not change their state according to the random tick speed so it behaves the same with everything when you plant some crops they will not grow so please take care of this mojang I am voting for you
