If you switch to creative from survival then enter the nether in creative the bow will show.
I had the same problem. Have you had it fixed?

It is not a bug in the nether you can't craft tools but the nether update made crafting tools possible Blackstone acts as stone in the nether and you can craft wooden tools by using the warped/crimson planks
