I just tested on an Android phone and it worked completely fine. I don't think this is an issue anymore, unless it is an issue with a certain Android version? What Android version are you using? It is working for me on version 10
Can someone tell me why there is bug reports for older versions of mcbe? I am also 99% sure this is no longer an issue in current versions.
This is not a bug. They don't put "download and activate" because there is two options to choose from.
